Equipment reliability is performance maintained under specified conditions and failure criteria. A result obtained in one environment does not establish the same result in every environment of use.
Design, conditions and failure criteria
A design has properties; a use environment places demands on those properties. Reliability concerns their interaction over the relevant period. Describing an object as accurate, durable or corrosion-resistant answers different questions, and none of those descriptions eliminates the need to state conditions.
The Ross rifle’s First World War difficulties involved trench conditions and ammunition deficiencies. Its replacement for most Canadian forces by mid-1916 belongs to that service history. A claim that the rifle was simply incapable of accurate shooting would replace an account of interacting conditions with an unsupported universal defect.
What testing represents
A test samples conditions. Passing it establishes a result within the tested range; it does not demonstrate that every important service condition was included.
In 2025, National Defence identified inadequate representation of humidity cycling in initial C19 testing and reported stock swelling and cracking. The issue was not merely whether the rifle had been tested. It concerned whether the test represented a material environmental process encountered in use.
The Ross and C19 cases should not be treated as the same failure. One account concerns wartime rifle-and-ammunition performance in trench conditions; the other identifies a stock problem and a gap in environmental testing. Their shared lesson is conditional evaluation, not identical engineering causes.
Material appearance and fitness
EDC materials introduce another distinction. Patina can change an object’s appearance without establishing its remaining strength or function. A stainless designation also does not establish immunity to every aggressive environment.
Take two tools that look equally worn. One has only a surface appearance change; the other has damage affecting its required function. A photograph alone cannot make their reliability equivalent.
Claims within the tested range
A reliability comparison needs the task, exposure, duration, maintenance assumptions and definition of failure. Changing those conditions changes the question being answered.
The documented existence of a problem also does not supply a failure rate. Nor does a proposed remedy establish that it has been implemented. The 2025 C19 stock-replacement strategy describes the response planned at that point, not a verified present-day condition of every rifle.
